Anand Dadhich’s suggestions to GOI for upcoming Budget 2016-17.
Proposed Plan for increasing employment opportunities and revenue for government.
In India we have numerous small businesses. We may see that many are not registered under any authority of taxes. In pretext of small business, many are taking undue advantage of evading taxes supposed to be remitted to government treasury.
This is known that the taxes are collected from the end user but aren’t remitted on the respective sales as many are not registered at all. There is certainly loss of revenue on these countless un-registered businesses in India.
What can be done?
1.       All businesses are to be compulsorily registered under respective state taxes & central taxes as applicable irrespective of turnover.
2.       Declaration of Sales & purchases i.e., Return filing should be mandatory for all categories.
How employment generation can be linked to this?
Youth category who are having minimum qualification like SSLC/+12 or even graduate can be enrolled under some kind of government scheme (to be newly introduced, wherein duty of them will be identify the un-registered business unit in there locality and get them registered for which certain compensation as commission can be fixed & paid.
For enrolment some preliminary tests can be taken & subsequently basic trainings can be given on the subject of state & central taxes
Benefits-
1.       Will become Employment generation initiative of its own kind.
2.       Increases employment in youth sector.
3.       Increases indirect revenues of state & Centre
Other suggestions-
·         HRA- Finance Ministry may consider & declare few more cities as metro for the determination of HRA limit of 50% as we see in many cities rental is higher like existing metro cities Delhi, Mumbai, Kolkata & Chennai. Suggested cities are Pune, Hyderabad & Bangalore.
·         Children education allowance- This can be raised to 500/- per month per child for up-to 2 children.
·         Income tax Rates- Need not be separate for citizens on age & gender basis. These can be one for all the groups and categories.

·         BPL Cards- All BPL cards holder details should be in online public domain & holder must have bank account. This will curb & control corruption related to benefits passed on to BPL families & in ascertaining the real BPL families.
